4. Clean, repair, or replace?
Do not use age alone or one photo alone. Record condition, known history, expected result, cost, timing, and flooring/warranty limits. 5. Scope the vendor correctly

Moisture and safety stop rule
Routine carpet cleaning is not water-damage restoration. If carpet or backing is wet from a leak, flood, sewage, or an unknown source, identify the source before using fans or normal turnover procedures. EPA guidance emphasizes drying wet carpet and backing quickly and consulting experienced professionals when water may contain sewage or biological/chemical contaminants.
6. Schedule the turnover
